INDEPENDENT FULL-PACKAGE REVIEW BEFORE SEALING
18 October 2026. Publication candidate, assessment-only delivery.

Verdict: PASS for the inspected preliminary package. No blocking mismatch,
unsupported scope expansion, missing source, preservation failure, or
integrity-tool defect was found. Final sealing and the full outer archive
remain separate checks after this report enters the final inventory.

Scope and authority documents
-------------------------------
README.md, HANDOFF.txt, PACKAGE_IDENTITY.json, CLAIM_LEDGER.json,
REVISION_RECORD.json, REVIEW_DISPOSITION.json, PRESERVATION.json,
SOURCE_README.txt and provenance/SOURCE_MAP.json were read and compared.
They consistently identify this as publication development of the second
nonuniform research edition, in the same result family, and an actual-
trajectory follow-up to the unchanged public certificate paper. The
handoff requests assessment and a report to Scott before publication;
it explicitly grants no public release, journal submission or Archive
forwarding authority. Assessment intake is not represented as a completed
assessment or publication.

The theorem labels, dimensions, fixed-density C6 positivity, periodic
Gaussian convention, joint bandwidth conditions, fixed gamma range,
actual first hit, coefficient-one endpoint counterexample, pointwise
same-sample inference, and sufficient-versus-optimal distinctions match
the manuscript and separate proof review. Fixed-f asymptotic confidence
coverage is not promoted to finite-n or uniform coverage. The stopped
finite-calibration branch is accurately retained as a negative/value
finding. No runtime gain, spatially simultaneous inference, high-dimensional
extension, formal verification, human refereeing or worldwide-priority
guarantee is claimed.

The review disposition accurately states this reviewer's geometry
authorship and cross-review limits. Its independent whole-manuscript and
literature reviews are separate identifiable reports. This package audit
does not add an independent mathematical or originality verdict beyond
the previously source-bound reports.

Inventory and identity checks
-------------------------------
The provided verifier was read in full and independently executed on the
actual preliminary package with the actual source ZIP. It returned PASS,
75 files checked, and source ZIP checked. Direct additional calculations
confirm PACKAGE_IDENTITY's PDF hash, all six source hashes and the source
ZIP hash. Actual release membership equals the manifest membership under
the explicitly documented build/ and __pycache__ exclusions.

The integrity tool checks byte counts and SHA256 for each listed file,
canonical safe relative paths, case-folded duplicate inventory names,
resolved package containment, symlink rejection for listed files, and exact
file membership. When a source ZIP is supplied it also checks its expected
hash, canonical member paths, duplicates, exact members and source bytes.
Its stated scope is integrity and membership, not mathematical correctness
or cryptographic publisher authentication. The outer delivery hash must
bind the inventory before a recipient relies on it.

Meaningful negative controls were performed only in a new copy under
build/independent_package_audit/. The live package was not tampered with.
Results:
  - Unchanged copied package: exit 0, PASS, 75 files/source ZIP checked.
  - Same-length mathematical scope alteration in copied main.tex,
    changing 0<gamma<d/4 to 0<gamma<d/2: exit 1, integrity mismatch at
    manuscript/main.tex. Equal length confirms the hash check detected it.
  - Restored copied source: exit 0, PASS.
  - Added uninventoried file in copied root: exit 1, exact membership
    mismatch identifying that extra file.
The controls demonstrate both content-change and membership detection;
they do not simulate or claim mathematical proof checking by software.

Source ZIP and independent reproduction
-----------------------------------------
The actual source ZIP has exactly seven regular members, no symlinks:
  manuscript/geometry.tex
  manuscript/inference.tex
  manuscript/main.tex
  manuscript/references.tex
  manuscript/stopping.tex
  manuscript/trajectory.tex
  SOURCE_README.txt
Every member is byte-identical to its package counterpart. There are no
external figures, bibliography databases or hidden proof dependencies.

The preparer's source-archive reproduction report and receipt were checked
against the actual rebuilt PDF: its SHA256 is
6d079780eb52187a33b2c7256cab4a20a1fc8f47df0ca728af9a6fed01d50af9,
it has 13 pages, and normalized extracted text matches the delivery on
every page. The six recorded source hashes match the archive contents.

For an additional independent test, this reviewer freshly unpacked the
actual seven ZIP members into a new build directory and invoked the
provided build_pdf.py with the recorded Tectonic executable, a fresh output
directory and the available standard-package cache. The build exited
zero and yielded another 13-page PDF, SHA256
cbefdb80c4d363847fb509fc4337a9780638c9adca660480efcadf2b661f2bd2.
All 13 normalized page-text comparisons with the delivery passed, the
source hashes match, and no missing-character, overfull-box, undefined-
reference/citation or TeX-error warning was found. Different creation
timestamps account for nonidentical PDF byte hashes. This test does not
claim a cold-network package installation or a byte-reproducible build.
The delivered PDF itself was already rendered and inspected in full in
final_technical_review.txt; it was not changed during this package audit.

Independent preservation and provenance audit
-----------------------------------------------
All six original inventories were re-read at their original locations,
their own manifest SHA256 values were recomputed, and every listed
file's byte count and SHA256 were freshly compared:
  original certificate package:       66 files, no differences;
  corrected certificate package:     128 files, no differences;
  uniform trajectory proof:           28 files, no differences;
  first nonuniform extension:         31 files, no differences;
  strengthened nonuniform edition:    35 files, no differences;
  finite-calibration investigation: 19 files, no differences.
Total: 307 original listed file identities, all matching. All six copied
manifests in provenance/ are byte-identical to the originals and match
the preservation record's manifest hashes. Every selected source/review
copy in SOURCE_MAP.json was freshly compared with both its original file
and its declared SHA256; no difference was found. This establishes the
stated preservation identities, not a completeness or truth certificate
for older evidence.

Audit outputs and closure
---------------------------
Raw independent identity, preservation, negative-control and rebuild
diagnostics remain in build/independent_package_audit/ as excluded scratch;
the substantive results and identities are recorded above. Only this
review file was added to distributed package content by the reviewer.
The manuscript, identity records, source ZIP, existing reviews and all
prior evidence were left untouched. After including this report, the
preparer should regenerate the final manifest, seal the full archive and
obtain the separately requested final archive-membership/hash check.
