MATHEMATICAL SCOPE
Every odd prime p, arbitrary n>=1 and arbitrary mixed rho, exact prime-dimensional
Clifford/coherent-measurement model. Escape is 3(p-1)F^6/(4p^3) with six copies
when p=3 mod4, and (p-1)F^4/(2p^2) with four copies when p=1 mod4. The output
is a pure stabilizer with overlap at least the global stabilizer optimum minus
epsilon, with confidence 1-delta. Fixed-p inverse-overlap dependence is
quasipolynomial. Growing-p dependence is explicitly worse, not polynomial in
log p. No practical-cost, minimum-copy, sharp-constant, composite-dimension or
finite-universal-gate approximation claim is made.

PREDECESSOR AND ORIGINALITY
This generalizes/consolidates the private qutrit draft as p=3 in ONE result
family. That sealed folder and ZIP are retained unchanged, separately from this
package. It is not an additional independent paper containing the qutrit theorem.
Known weighted/skewed Weyl measurements, arithmetic split, MUB identities,
stabilizer algebra and bootstrapping are credited. Proposed new content is the
mixed local inequality, its all-prime operational escape consequence and complete
mixed-input learner analysis. Literature review found no equivalent full theorem
in inspected sources; it does not establish worldwide priority.

VERIFICATION
Independent assistant proof and attribution audits bind the manuscript source.
The analytic proof does not depend on numerical diagnostics. Earlier source-bound
checks cover 178 states, 36 physical batch laws and 1010 exact rational grid
identities. Independent dense PVM construction checks p=3 and p=5 cases. See
verification/REPLAY_RECEIPT.json for what was freshly rerun during packaging,
including the resource-limited partial replay. No full learner simulation,
arbitrary-n enumeration, formal proof-assistant verification or human refereeing
is represented by these files.

REPRODUCTION
Requires Python 3 and NumPy for matrix diagnostics; standard Python alone for
integrity checks. Run: python -B verification/verify_package.py
For fresh isolated dense checks: python -B verification/verify_package.py --dense
For the larger finite suite: python -B verification/verify_package.py --full
Fresh outputs go to a new temporary directory and never overwrite packaged
evidence. The full suite needs enough RAM for its two-system matrix arrays.
Compile manuscript/main.tex with Tectonic or a standard LaTeX installation.

AUTHORITY
Scott authorized preparation and delivery to Math Paper Publisher for assessment
and a report directly to him. This is not publication/upload/Archive permission.
Publisher reviews should be written outside this sealed package. Keep the qutrit
original and this exact assessment edition unchanged.
